Culture and territorial development: an analysis of Spanish medium-sized cities using the Cultural and Creative Cities Monitor tool

Abstract
We apply the Cultural and Creative Cities Monitor (MCCC) tool to measure the cultural performance of the 81 Spanish cities with 50 to 100,000 inhabitants and evaluate its contribution to the understanding of the cultural ecosystems studied. Having exposed the theoretical questions and the hypotheses to be verified, we first obtain the 29 indicators that describe the cultural vitality, the creative economy and the enabling environment for culture in each city, overcoming the challenges posed by the sources. To achieve the second objective, we contrast the behavior of different types of cities according to the cultural performance indices generated, particularly the C3 index. We also explore the relationship of the index and various socioeconomic characteristics, and, through a cluster analysis, we establish a typology of cities according to their dominant profile - cultural vitality, creative economy, enabling environment - in their respective ecosystems. The results show that the MCCC improves the understanding of cultural ecosystems by capturing their intrinsic differences. Behavior variations are evident between metropolitan, non-metropolitan or tourist cities and coherent groupings of cities are obtained, which can thus share their strategies so that urban cultural policies are a central part of local politics.
